TURTLE LAKE IMPROVEMENT AND PROTECTIVE ASSOCIATION (TLA)

MINUTES OF MEETING – 2/9/02

 

President Rob Kaye opened the meeting.  The minutes of the 11/17/01 meeting were approved as read.

 

Judy Jaeger’s Treasurer's Report was accepted:                Beginning Balance                               $4,774.77

OLD BUSINESS:

 

· Eurasian Water Milfoil (EM): Dick and Elaine have a map showing a number of areas where milfoil has been found.  Spring spraying will be completed between 5/6/02 and 8/31/02.  Dick recommends the herbicide Navigate – costs have risen 12% - because of its longer lasting effect.  Notices will be placed on adjacent properties on the date of spraying.  Swimming not recommended for 24 hrs.  We will ask at the WAL convention at what intervals future spraying may be done (if necessary and approved). 

 

· By-laws: Today was the final date for changes to proposed by-laws.  At the 5/4/02, we will vote to confirm the Board’s intent to present by-laws for vote at the Annual meeting.  Mary will send copies of the proposed by-laws to all Board members by 3/1/02.  Copies will then be sent to all members prior to the June meeting; questions will be directed to Cheryl.

 

· Property: Darren drafted the letters to DNR and State officials letting them know that the TLA would welcome the purchase of the south lakeshore property so that the wetland area is conserved.  See attached letters (2).  He also wrote a letter thanking WAL for their continuing support in the dockominium dispute.  Darren will add Cheryl’s name and number as the contact for responses and cc: Audrey Green.  It was moved that the letters be sent.  The motion passed. 

 

· Lake Classification: Mary presented findings (see attached).  It was agreed that we should follow up on the status of the Richmond Township Land Management plan and ask at the Walworth Cty Lakes meeting to see if there is interest.  This would need to be a County sponsored project.

 

· 2002 WI Assoc. of Lakes (WAL) Convention: Elaine, Dick, Rob, Darren, Mary, and possibly Scott are planning to attend.  Cheryl moved that we allocate up to $900.00 to cover the registration fee for this year’s attendees.  The motion passed.  It was proposed that in the future, we budget annually a specific amount for WAL expenses, to be split amongst the attendees.  There would need to be a deadline for applications.

 

NEW BUSINESS

 

· Communication:  In order to ensure that all members receive info, we will send notices via mail, rather than E-Mail.

 

· Walworth County Lakes Organization: As the group organizes, each lake will take a turn donating time, place and food for meetings.  A survey is being sent to each lake asking for their input about future plans.  A motion was made to donate $10 to cover the cost of stamps.  The motion passed.

 

· Annual Meeting: The Annual Meeting will be Saturday, June 29, 2002.  Minutes and Treasurer’s report will be placed on tables for review.  Topics may include milfoil report, by-laws vote, election of officers, and open floor, along with the raffle.  We plan to invite Audrey Green and Wayne (Richmond Township). 

 

· Newsletter: Mary suggested that we needed to get newsletters out promptly.  Info included will be meeting dates, county lake organization, thank you to rock volunteers, Lake Classification, etc.

 

· Dockominiums:  It was moved that we send $100 for continuing legal efforts in the fight against dockominiums.  The motion passed.

 

· Check Signatories – Rob is going to contact the bank so that we have 2 signatures on each check with 2 to 3 signatories on file.

 

 

Buoy placement and the next meeting will be Saturday, May 4th, 7:00 am at Cheryl and Tom Mitacek’s.  The president adjourned the meeting.

Following the meeting, Rob, Cheryl, Mary, Dick, and Darren attended a Walworth County Lakes presentation at Lauderdale Lake.  The two DNR wardens for Walworth County described their responsibilities of checking for fishing, hunting, snowmobiling, boating, and dumping violations, while educating the public in these areas.
